James William Norman’ın bu tarihsel karşılaştırmalı çalışması, 20. yüzyılın başlarında İngiltere ve Amerika Birleşik Devletleri’ndeki ortaöğretim sistemlerinde meydana gelen yapısal, felsefi ve pedagojik dönüşümleri incelemektedir. Kitap, Birinci Dünya Savaşı sonrasında daha geniş kitlelere açılmaya başlayan İngiliz geleneksel ve seçkinci eğitim anlayışını, Amerika’nın daha eşitlikçi ve kapsayıcı lise modeliyle karşılaştırır. Norman; müfredatın demokratikleşmesi, mesleki eğitime karşı klasik eğitim, eğitim yönetimi ve bireysel yetenekler ile toplumsal ihtiyaçlar arasındaki denge gibi temel konuları ele alır.
